Performs highly complex (senior-level) accounting work specifically in the preparation of financial analyses and reports; establishes and, maintains accounting systems; prepares agency budgets; and processes, audits, and reconciles payroll and accounts payable. Works under moderate supervision with limited latitude for the use of initiative and independent judgment.

|Essential Job Functions|
Prepares or assists with the preparation of financial statements, budgets, reports, schedules, exhibits; general journal entries; payments, purchase and related vouchers.
Prepares periodic analyses of fund balances and expenditures; prepares technical reports on payroll, estimates, cost data, and budget items.
Processes, classifies, codes, and balances financial and accounting documents and records.
Maintains systems and controls necessary to provide accurate accounts of expenditures and budget balances for agency programs.
Analyzes and recommends improvements, adaptations, or revisions to the accounting system and accompanying procedures.
Researches and reconciles discrepancies in accounts or bank statements, and reports findings.
Prepares and processes payroll on a monthly basis making adjustments in payroll system, meeting comptroller regulations and deadlines.
Prepares, audits and reconciles invoices, purchase vouchers, and supporting documentation for accounts payable processing; ensures compliance with state and agency policies and procedures.
May oversee the development and use of internal control procedures to determine compliance with agency policies, procedures, state regulations, and applicable law.
May provide instruction to or supervise the work of others.
May provide agency staff with technical knowledge and functional support using comprehensive knowledge of assigned area of responsibilities.
Communicates with others to provide, exchange, or verify information, address issues or resolve concerns.
Assist with audit inquiries, internal and external.
Performs related work as assigned.
Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field. Education and experience may be substituted for one another, however additional experience will be required beyond the four year minimum.
Four (4) years of experience in accounting and financial operations
Experience in accounting work for a Texas state agency.
Experience using Uniform Statewide Accounting System (USAS), Uniform Statewide Payroll/Personnel System (USPS), and State Property Accounting System (SPA),
Experience with State of Texas travel policies and procedures.
Experience in preparing annual financial reports and budgets.
Experience with general ledgers.

Knowledge of financial administration and accounting; of governmental accounting; of budget control methods, policies, and procedures; and of laws and regulations pertaining to fiscal operations.
Knowledge of Generally Accepted According Principles (GAAP) and ability to apply.
Working knowledge of accounting software.
Skill in using a personal computer with Microsoft applications to include Access, Excel, and Word.
Skill in using office equipment such as copiers, printers, and fax machines.
Must have strong critical thinking, analytical and communication skills

Employees must file an annual ethics disclosure statement with the agency. Must have reliable transportation.
