NMLS Transition: Training Session
To support licensees through the upcoming transition to the NMLS , CSBS will host a live webinar covering account setup and system navigation for Motor Vehicle Sales Finance & Commercial Motor Vehicle Sales Finance licensees.
This session will help you get started in NMLS and complete required steps ahead of the transition period.

- How to log in and navigate the system
- Where to locate key resources and guidance

Following this training opportunity, please be advised that all Motor Vehicle Sales Finance & Commercial Motor Vehicle Sales Finance licensees are required to transition their licenses from ALECS to the Nationwide Multistate Licensing System (NMLS). Transition applications will become available on June 1, 2026, and will not be accessible prior to that date.
What to Expect: All MV & CM licenses must be transitioned to avoid interruption in licensure. Licensees should be prepared to complete this process once applications are available. Once transitioned, all licensing activities—including renewals, amendments, applications, and other filings—must be completed through NMLS.
Please note that this process is not related to your TX-DMV dealer license (P #). The TX-OCCC and TX-DMV are separate regulatory agencies.
First-Time NMLS Users: Begin gathering IRS documentation reflecting an exact match of your entity’s legal name and FEIN. Existing NMLS Account Holders: Ensure your account remains active and monitor communications from OCCC for additional guidance. |

If you have ceased all activities requiring a Motor Vehicle Sales Finance (MVSF) or Commercial Motor Vehicle Sales Finance (CMSF) license and no longer need to maintain the license, you may submit a surrender request through ALECS by navigating to Manage My Business > Surrender License under the License section. Please note that TX-OCCC staff are unable to determine or advise whether a business should submit a surrender request, as this decision must be made by the licensee based on its own assessment of its activities and regulatory obligations.
Surrender requests are subject to a 30–45 day review period, during which TX-OCCC Legal or Examination staff may object, and if no objections are received within that timeframe, the surrender request will be approved.
