Transitioning to NMLS

| A Mandatory Transition for Texas OCCC MV & CM Licensees |
WHO
Texas OCCC has implemented a mandatory transition to
NMLS
for all Motor Vehicle Sales Finance (MV) and
Commercial Motor Vehicle Sales Finance (CM) licensees.
WHAT
NMLS is now used to transition, manage, and renew licenses in place of ALECS.
- All MV & CM licenses must be transitioned to remain active
- ALECS no longer serves as the licensing portal for MV & CM
- All future renewals and amendments occur in NMLS
- After transition, the first renewal in NMLS will be from Nov 1- Dec 31, 2026
- This process is not related to your TX-DMV dealer license (P #). The TX-OCCC and TX-DMV are separate regulatory agencies.
- NMLS will not be used for annual reporting. For questions regarding annual report or examinations contact Exam at 512-936-7625 or exam@occc.texas.gov

Action Required: All MV and CM licensees must submit a transition application for your MV or CM licenses before
August 31, 2026 to maintain an active license.

- Submit your transition application in NMLS

If your company does not already have an NMLS account, please create one
here.
- If you need help setting up a new account, contact the NMLS Call Center at 1-855-665-7123, Monday–Friday, 9:00 AM–9:00 PM ET.

Your ALECS license number is required.
- On your physical TX-OCCC license, this is the number that follows the dash.
- To reprint your ALECS license, log in to ALECS and select: Manage My Business > Print License under the License header > select MVSF from the dropdown > click PDF to print.

| Can I download existing ALECS documents? Yes. Documents can be retrieved in ALECS under Masterfile Details → Master Docs, and in some cases under Business Operation Files. |
| Does this relate to annual reporting? No. This notice does not pertain to annual reporting. For assistance with annual reporting or any upcoming examinations, please contact (512) 936-7625. |
| How are surrender requests handled? Surrender requests are subject to a 30–45 day review period during which TX-OCCC Legal or Examination staff may raise objections. This is strictly a review period; no item requirements or additional documentation are required. If no objections are received, the request will be approved. |
| Is ALECS still the licensing portal? ALECS no longer serves as the licensing portal for Motor Vehicle Sales Finance Licenses. All MVSF and CMSF licensees must transition to NMLS. |
| What if I no longer need my license? You may submit a surrender request in ALECS under Manage My Business > Surrender License. Please note that TX-OCCC staff are unable to determine or advise whether a business should submit a surrender request, as this decision must be made by the licensee based on its own assessment of its activities and regulatory obligations. |
| What if I am a sole proprietor? If you are a sole proprietor, please review the Note to Sole Proprietors section here. |
| I’ve submitted my transition application(s), now what? Transition applications are reviewed for compliance. Once submitted, applicants should monitor their email for notifications from NMLS regarding any deficiencies, including detailed instructions on the specific issue and steps required to resolve it. Follow-up reviews of newly uploaded documentation generally take up to 14 days, though delays may occur due to high volume. |
| What are the transition fees? Each Company License: $200 total $120 NMLS processing fee + $80 transition fee Each Branch License: $100 total $25 NMLS processing fee + $75 transition fee Reminder: Company License = formerly Licensed Location Branch License = formerly Registered Office |
