Motor Vehicle Sales Finance & Commercial Motor Vehicle Sales Finance LicenseesNotice of Transition to NMLS
Please be advised that all Motor Vehicle Sales Finance (MV) & Commercial Motor Vehicle Sales Finance (CM) licensees are required to transition their licenses from ALECS to the Nationwide Multistate Licensing System (NMLS) . Transition applications will become available on June 1, 2026, and will not be accessible prior to that date.
What to Expect:- All MV & CM licenses must be moved to NMLS to stay active
- Transition applications will only be available on and after June 1, 2026
- After transitioning, all license-related tasks (renewals, updates, and amendments) must be done in NMLS
- The OCCC continues to be the regulator however, please note that this process is not related to your TX-DMV dealer license (P #). The TX-OCCC and TX-DMV are separate regulatory agencies.
- NMLS will not be used for annual reporting. For questions regarding annual report or examinations contact Exam at 512-936-7625 or exam@occc.texas.gov

- First-Time Users: If your company does not have an NMLS account, you can begin setting one up now. Additional guidance is available here.

- Existing Users: Ensure your company account remains active and monitor communications from OCCC for additional guidance.
- Prepare your ALECS license numbers. On your physical TX-OCCC license this is the number that follows the dash. To reprint your ALECS license, log in to ALECS, click on Manage My Business > Print License (under the License header) > Select MVSF from the drop and click on PDF to print.

| Can I download existing ALECS documents? Yes. Documents can be retrieved in ALECS under Masterfile Details → Master Docs, and in some cases under Business Operation Files. |
| Can I prepare ahead of time? Yes. You may create your NMLS account now. This training is intended to assist with account navigation; however, applications will only be available starting on June 1. |
| Does this relate to annual reporting? No. This notice does not pertain to annual reporting. For assistance with annual reporting or any upcoming examinations, please contact (512) 936-7625. |
| How are surrender requests handled? Surrender requests are subject to a 30–45 day review period during which TX-OCCC Legal or Examination staff may raise objections. This is strictly a review period; no item requirements or additional documentation are required. If no objections are received, the request will be approved. |
| Is ALECS still the licensing portal? ALECS no longer serves as the licensing portal for Motor Vehicle Sales Finance Licenses. All MVSF and CMSF licensees must transition to NMLS. |
| What documents are required? Applicants must upload a Statement of Experience and a Business Plan in NMLS, along with completing required online fields. Previously submitted ALECS documents may be reused. |
| What if I no longer need my license? You may submit a surrender request in ALECS under Manage My Business > Surrender License. Please note that TX-OCCC staff are unable to determine or advise whether a business should submit a surrender request, as this decision must be made by the licensee based on its own assessment of its activities and regulatory obligations. |
| What is the transition application? The transition application is a streamlined, “application-lite” process designed to simplify license migration into NMLS. |
| When will the transition application be available? Transition applications will be available on June 1, 2026 and will not be accessible prior to that date. |
| Where can I find application requirements? A checklist of required items will be available on occc.texas.gov on May 27, 2026. |
