Job Description

General Description:

Performs complex (journey-level) accounting work specifically in processing and reconciling accounts payable and some revenue, preparation of financial analyses and reports; establishes and maintains accounting systems; prepares agency budgets; and works under general supervision with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions

 

  • Prepares or assists with the preparation of financial statements, budgets, reports; general journal entries; payments, purchase and related vouchers.
  • Prepares periodic analyses of fund balances and expenditures; prepares technical reports on estimates, cost data, and budget items.
  • Coordinates, provides technical guidance, and ensures the accuracy of accounts payable for the agency. 
  • Coordinates with purchasing coordinator on purchase orders for accounts payable.
  • Processes, classifies, codes, and balances financial and accounting documents and records.
  • Maintains systems and controls necessary to provide accurate accounts of revenue, expenditures and budget balances for agency programs.
  • Analyzes and recommends improvements, adaptations, or revisions to the accounting system and accompanying procedures.
  • Prepares banks reconciliations. Researches and reconciles discrepancies in accounts or bank statements, and reports findings.
  • Organizes and reconciles revenue from online systems
  • May oversee the development and use of internal control procedures to determine compliance with agency policies, procedures, state regulations, and applicable law.
  • May provide agency staff with technical knowledge and functional support using comprehensiveknowledge of assigned areas of responsibility.
  • Communicates with others to provide, exchange, or verify information, address issues or resolve concerns.
  • May assist with audit inquiries, internal and external.
  • Performs related work as assigned.
Minimum Qualifications
  • Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field.

or

  • Graduation from an accredited two-year degree with major coursework in accounting, finance, or a related field and two years of work experience in accounting or finance. Plus two (2) years of experience in accounting and financial operations.

Preferred Qualifications

  • Experience in accounting work for a Texas state agency.
  • Experience using Uniform Statewide Accounting System (USAS), Centralized Accounting Payroll/Personnel System (CAPPS), and State Property Accounting System (SPA).
  • Experience in preparing annual financial reports and budgets.
  • Experience with revenue processing.
  • Experience with general ledgers.

Knowledge, Skills, and Abilities

  • Knowledge of financial administration and fiscal accounting; of governmental accounting; of budget control methods, policies, and procedures; and of laws and regulations pertaining to fiscal operations.
  • Knowledge of Generally Accepted According Principles (GAAP) and ability to apply.
  • Working knowledge of accounting software.
  • Skill in using a personal computer with Microsoft applications to include Access, Excel, and Word.
  • Must have strong critical thinking, analytical and communication skills.
  • Ability to interpret laws and regulations to apply accounting theory.
  • Ability to work accurately with numerical detail.
  • Ability to analyze, consolidate, and interpret accounting data.
  • Ability to communicate effectively and work effectively and cooperatively with a variety of individuals and groups.
  • Ability to work under pressure and to meet deadlines.
  • Ability to work in a team environment.
  • Ability to work beyond normal work schedule to meet necessary accounting deadlines and reports as needed.
  • Ability to maintain confidential information

Physical Requirements:

The position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/customer interaction, occasionally climbing, kneeling, crawling, and lifting less than 50 pounds.

Employees must file an annual ethics disclosure statement with the agency. Must have reliable transportation.
