  • Notice to Motor Vehicle Dealers: Annual Report Requirement Begins June 2026

    On November 14, 2024, the Texas Finance Commission adopted a new rule—7 Texas Administrative Code §84.710—establishing an annual reporting due date for motor vehicle sales finance licensees. Under this rule, the annual report will be due by June 30 of each year, with the first report due on June 30, 2026. Additional information can be found on page 2 of the adoption publication here.

    The agency is currently finalizing the content and technical specifications of the report, including the format and submission process. A finalized reporting template and detailed filing instructions will be shared with licensees in the coming months.

    What Can You Do Now?

    To prepare for the new reporting requirement, motor vehicle dealers should begin maintaining the following information for each calendar year. Please note that these preliminary data points are subject to minor revision prior to finalization:

    1. Retail Installment Contracts Originated in the Previous Calendar Year (You have originated a contract if you are the seller)
    2. Retail Installment Contracts Acquired in the Previous Calendar Year (You have acquired a contract if you are the holder but were not the seller)
    3. Retail Installment Contracts Serviced in the Previous Calendar Year (Report active outstandings serviced as of December 31)

    Maintaining accurate and complete records now will help ensure a smooth and timely submission when the first annual report is due in 2026.
