New Credit Access Business Application:
CAB applications will be unavailable from February 16, 2026, through March 15, 2026. This temporary suspension is part of our scheduled transition activities and is intended to prevent applicants from needing to resubmit transition-related filings, supporting documents, or other required materials.
During this period:
- No new CAB applications will be accepted.
- All applicants are encouraged to plan submissions accordingly to avoid delays.
Normal application processing will resume in NMLS on March 16, 2026. In preparation for the reopening of CAB applications, businesses that do not yet have an NMLS account are encouraged to review the NMLS Company Account Request – Quick Reference Guide to ensure their account is set up in advance. Additional guidance will be provided as the transition moves forward.

Notice of Transition to the NMLS
The OCCC hereby provides notice that Credit Access Businesses will begin transitioning from ALECS to the Nationwide Multistate Licensing System (NMLS) effective March 16, 2026.
Transition Period:
March 16, 2026 through May 18, 2026
Licensees are encouraged to begin gathering Internal Revenue Service (IRS) documentation reflecting an exact match of the entity’s legal name and Federal Employer Identification Number (FEIN), if such documentation is not already available.

Please ensure that your NMLS account remains active and monitor your email for further communications from OCCC.
NMLS Call Center
Please note that OCCC staff do not have access to NMLS in the same capacity as applicants. We are unable to view your account or upload documents on your behalf. For help with account creation, system navigation, or uploading documents, we recommend contacting the NMLS Call Center at 1-855-665-7123 (Monday–Friday, 9:00 AM–9:00 PM ET).
Transfer Existing License:
Please note that the license transfer process has recently changed, though the item requirements remain the same. Beginning March 16, 2026, businesses needing to transfer a Credit Access Business license must apply for a new license online through NMLS.
During the new application submission, please upload a copy of the asset purchase agreement signed by both the buyer and the seller, or any other documentation that demonstrates the transfer event to the MU1 Document Upload section of NMLS. Name your files TX Proof of Transfer as of 2025-10-14 (Date of the document) and upload it to the Additional Requirement(s) section of the MU1. Click here for an NMLS Document Upload guide.
If the seller has authorized you to operate under their license while your application is in review, you must complete and upload the “Request for Permission to Operate” form. Name your files TX Permission to Operate as of 2025-10-14 (Date of the document) and upload it to the Document Uploads Additional Requirement(s) section of the MU1. ***Licenses that are not renewed will cancel non-renewable. Should your license cancel as non‑renewable and you continue to need licensure, you are required to discontinue all CAB activities and file a new application. You must wait until the new application is reviewed and approved before conducting any CAB activities again.***
