NMLS Information (Effective July 15, 2025):

Effective July 15, 2025, the OCCC will begin accepting new Regulated Lender license applications AND transitioning existing Regulated Lender licenses into NMLS. 

What is NMLS?

NMLS (Nationwide Multi-State Licensing System) is a secure web-based system created by state regulators to provide efficiencies in the processing of state licenses and to improve supervision of state-regulated industries. Through NMLS, companies maintain a single record which they use to apply for, maintain, renew, and surrender license authorities in one or more states. NMLS also contains functionality for the submission of documents and other information required for license types administered by the OCCC. 

What resources are available to assist with NMLS?

The NMLS Resource Center  provides step-by-step instructions on how to access the system, guides on how to complete the forms, each state’s transition plans and requirements, tutorials, current and future participating agencies, system alerts, system processing fees, and general background information. Training opportunities are also available in the News & Events section and from the home page.

New Regulated Lender Application (Through July 14, 2025):

Those wishing to apply for a Regulated Lender's license, before 7/15/25, must create an account and submit the application using ALECS. The entire application process is completed through ALECS. After you pay for and submit your application,  a review will be completed and any requests for information will be sent through ALECS. Please turn your browsers autofill feature off prior to beginning your application. To avoid any potential glitches, please use Chrome or Firefox browsers.

Application reviews are completed in around 60 days as allowed by the Texas Administrative Code. Renewal periods may increase these times.

Existing Licensees:

Transfer of license (Create or log in to your account. Click on Manage My Business. Click on item number 1 under the license transfer subheading. You will need the sellers Masterfile number to complete number 1. The seller will complete step number 2 and only when complete will you be able to log back in and complete step number 3)

Make changes online with ALECS

Only if instructed by OCCC to mail in changes, use Amendment or Change to License form.
