How to Apply: 

Businesses that need to apply for a Regulated Lenders License must create a new account and submit the application using NMLS. If you already have an existing NMLS account for the entity you are needing to license, log in and apply through that existing account.

Existing Licensees:


New Regulated Lender applications must be submitted online using NMLS.

The OCCC will begin transitioning Regulated Lenders currently licensed in ALECS to the Nationwide Multistate Licensing System (NMLS) on July 15, 2025. The transition period will last until September 15, 2025.

We recommend starting by gathering your OCCC Regulated Lender ALECS license numbers. If you do not have an NMLS account, locate your IRS paperwork showing the entity name and Federal Employer Identification Number(FEIN) along with the matching entity documents from the Texas Secretary of State, if you do not already have these documents. Transfer Existing License Application:


Beginning on July 15, 2025, businesses needing a Regulated Lender's license will need to apply online in NMLS. 

To begin, apply for a new license in NMLS. If you are purchasing an existing Regulated Lender business from another entity, please submit a copy of the asset purchase agreement signed by both the buyer and the seller, or any other documentation that demonstrates the transfer event. If the seller has authorized you to operate under their license while your application is in review, you must complete and upload the "Request for Permission to Operate" form. This form is available at the following link:
