Overview & Key Responsibilities

Since Texas’ existence as an independent republic, some form of consumer credit regulation has existed in the state.  Since its creation in 1963, the Office of Consumer Credit Commissioner (OCCC) has seen the depth and breadth of its regulatory oversight increase to encompass the expanding financial marketplace in Texas, and each segment, with its own unique and specific benefits and compliance concerns. The agency works to ensure that the non depository financial services industry that it regulates provides compliant financial products.

The Office of Consumer Credit Commissioner (OCCC) supervises the consumer credit industry in its aim toward achieving and sustaining a fair, lawful, and healthy credit environment for social and economic prosperity in Texas. Regulating non-depository creditors and educating both consumers and creditors alike, are vital functions in pursuit of this goal.

Manufactured Housing Creditors

Manufactured housing creditors that do not hold a Chapter 342 Regulated Loan License with our agency are required to obtain a registration and an NMLS license if they extend or arrange (broker) a credit transaction with a consumer to include a purchase money lien on the manufactured home. To require a registration, these loans also must be subject to a finance charge or payable in four or more installments.

The OCCC will begin transitioning Property Tax Lenders to the Nationwide Multistate Licensing System (NMLS) on March 17, 2025.The transition period will last until May 17.
